Is there a chat bot like elbot or A.L.I.C.E that can generate messages in English that anyone can access?

I want to know if there is a chatterbot like a.l.i.c.e. or elbot that you can download, or simply access on the internet. Can anyone access the full fledged elbot? Are there other chat bots that are on par with the aforementioned than can be accessed by anyone, and use the English language?
