Would a certified electrician break a circuit to repair another one?

Ask for the guys licence, and proof of insurance. If he does not have either then you guys could be in some serious trouble. Right now there are many people who will take any job they can get, even if they do not know what they are doing. He might be a real handyman, but it does not mean he is a certified electrician.
